Neuroterus saliens:

The gall wasp Neuroterus saliens was first found in this country in 2006, this gall is caused by the asexual generation of the insect. The gall can be found on the upper-surface mid-rib (and occasionally on the lower-surface mid-rib, of Turkey Oak (Quercus cerris) leaves.

I found it on Turkey Oaks at Phoenix Park, Runcorn this afternoon (Monday 06/11/2017) and also found it on Turkey Oaks at 2 sites in Merseyside last week (one was Sefton Park where some of the Turkey Oaks also had the gall of Aphelonyx cerricola on their thin branches and the other site was Allerton Towers, Woolton Road, Liverpool. The Neuroterus saliens galls (pimples, pustules, lumps) on the mid-ribs can be green (and most are at the moment) or brown (brown ones are old/older galls).
