Empididae Fly or Not

Empididae Fly or Not:
Hi All,
I am trying to tidy up my unidentified image collection from previous years and need your help. All positive ID's will be passed on to RODIS. Here is one from 07th July 2003 at West Kirby Red Rocks Marsh boardwalk.
I was under the impression that it was a Robber Fly but now believe it to be a type of Dagger fly (Empididae).
